Job DescriptionABOUT THE ROLE:
Oracle Cloud Infrastructure Abilene AI Data Center is searching for a Sr. Manager, Data Center End-to-End Portfolio & Project Controls to lead portfolio forecasting, project controls, operational analytics, supply chain coordination, manufacturing readiness, and TPM governance across regional data center delivery projects.
This role improves predictability, executive visibility, risk management, safety awareness, and delivery performance across the portfolio. The Director connects field realities with portfolio reporting to ensure leaders have accurate, timely, and actionable information.
This role is based in Abilene, Texas. Oracle offers relocation packages for eligible candidates. We will also consider remote flexibility for Texas Residents willing to travel 50% of the time.
Responsibilities
Responsibilities:
- Lead integrated portfolio schedules, forecasts, dashboards, and executive reporting.
- Track portfolio performance across cost, schedule, risk, safety, supply chain, and execution.
- Identify critical path risks, cross-project dependencies, delivery constraints, and recovery needs.
- Develop mitigation plans, recovery forecasts, risk registers, milestone trackers, and action logs.
- Coordinate long-lead procurement, supplier readiness, manufacturing alignment, logistics, and material flow.
- Support prefab, modular delivery, OSA adoption, and industrialized delivery scaling.
- Partner with project teams, suppliers, logistics providers, manufacturing partners, and leadership to improve execution alignment.
- Validate reporting through regular field engagement and site reviews.
- Ensure portfolio-level risks are escalated early with clear ownership and action plans.
- Lead TPM governance, operating rhythms, accountability tracking, and cross-functional coordination.
- Monitor KPIs including forecast accuracy, cost variance, schedule adherence, mitigation closure, material delivery, supplier performance, manufacturing throughput, logistics readiness, safety trends, and portfolio health
Qualifications:
- 10+ years' experience in project controls, portfolio management, program management, construction delivery, supply chain, or operational governance.
- 3+ years' experience in a leadership role with direct reports
- Bachelor's degree in engineering, Construction Management, Business, Supply Chain, Operations, or related field, or equivalent experience.
- Experience supporting large-scale infrastructure, data center, mission-critical, industrial, or manufacturing programs.
- Strong understanding of integrated schedules, cost tracking, risk management, forecasting, and executive reporting.
- Ability to connect portfolio data with actual field conditions.
- Experience coordinating supply chain, manufacturing, logistics, and material readiness with project execution needs.
- Strong leadership, communication, analytical, and stakeholder management skills.
- Ability to influence cross-functional teams and drive accountability without directly owning field execution.
- Willingness to travel regularly to project sites, suppliers, and manufacturing partners.
Preferred Qualifications:
- Master's degree in engineering, Construction Management, Business, Supply Chain, or related field.
- Experience in hyperscale data center delivery or mission-critical construction.
- Experience with Primavera P6, Oracle Primavera Cloud, MS Project, Power BI, Tableau, Smartsheet, or similar tools.
- Background in TPM, project controls, supply chain integration, or industrialized construction.
- Experience with prefab, modular construction, OSA, manufacturing coordination, or logistics planning.
- Strong executive reporting and dashboard development experience.
- Experience improving forecast accuracy, schedule predictability, supplier readiness, logistics performance, and safety visibility.
- Certifications: PMP, PgMP, PMI-SP, CCP, PSP, Lean Six Sigma, or similar certification preferred.
