APTD Substrate is at the center of making Intel Foundry's and APTM's advanced package substrate roadmap a reality. We do this by collaborating with external suppliers to demonstrate disruptive packaging architectures and integrate them into certifiable products. These products will be volume manufactured within our substrate factory network. The Quality Engineer's (QE) quest to elevate quality standards at substrate suppliers is vital for the organization to meet customer expectations in an ultra-competitive IFS environment. We are looking for a supplierfacing Quality Engineer who is a strong communicator and executiondriven leader, capable of proactively assessing quality system gaps, establishing improvement roadmaps, and partnering with suppliers to execute disciplined plans that elevate longterm quality capability and effectiveness. This role will help realign all factories to our quality expectations. The ideal candidate possesses working knowledge of phase gate quality requirements that support successful validations as well as exposure to substrate manufacturing process flow. In direct partnership with our Program Integration and Yield teams, this enabling role must: Responsibilities:
• Role Definition: Help elevate and enforce foundational quality standards including scope, goals, expectations (CAPA, FMEA, outgoing inspection...), reporting, audits and QIPs. Oversight method must be flexible enough to maintain a balance between quality assurance and NPI execution. Take an upfront role in shaping the full scope of this job role and implementation strategy. Ensure full alignment with supplier leads for Integration and Yield to avoid duplication of effort.
• Reporting: Secure raw quality data from suppliers at a reasonable cadence to enable the creation and maintenance of a stable cross-supplier quality dashboard. This will help ensure suppliers are meeting quality standards, inform Intel executive updates and aid QIP definition.
• Excursion Management: Coordinate effective response to major quality events that negatively impact program schedules. Train external suppliers on Intel requirements for documenting and managing through an excursion. Facilitate discussions to help the supplier move beyond immediate corrective action into true root cause, key learnings and targeted action plans that eliminate potential for recurrence. This effort should include the tracking of systemic root causes to confront underlying weaknesses.
• Continuous Improvement: Actively support Program Integration to drive improvement across external suppliers by ensuring Quality Improvement Plans (QIPs) are defined, documented, and executed. This includes the tracking of milestones or critical path ARs from initiation through closure, ensuring alignment to root cause, preventive intent, and measurable quality outcomes.
• Audit: Build confidence in supplier quality capabilities by conducting periodic high-level audits of supplier sites to assess the general effectiveness of their quality management systems and readiness for APTD-S business needs. Evaluate performance to our quality expectations, ensure effectiveness of documentation and traceability systems and verify implementation of previously identified QIPs. Generate audit reports with clear action items and follow-up at face-to-face supplier meetings in partnership with other supplier leads. Behavioral Traits:

Qualifications:
You must possess the below minimum qualifications to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates.
Minimum Qualifications:
- Master's degree Materials Science and Engineering, Chemical Engineering, Organic Chemistry, Polymer Engineering, Mechanical Engineering, or related engineering degree with 3+ years of experience in substrate manufacturing.
- Demonstrated experience with 8D methodology for systematic problem solving and excursion management in manufacturing environments
- Working knowledge of FMEA (Failure Mode and Effects Analysis) development, implementation, and maintenance for process risk assessment
- Ability to travel internationally in support of training and audits (5 percent).
- Personal flexibility related to the dynamic nature of program scope
Preferred Qualifications:
- Program Management experience
- Strong listening, written and verbal communication
- Able to work in a matrixed environment with seamless partner/stakeholder interactions
- Remains current on quality industry standards including methodologies, systems and specifications
- Model-based problem solving and data analysis skills
- Intermediate knowledge of programming (Python, Java script, SQL, Power BI preferred)

Annual Salary Range for jobs which could be performed in the US: $120,860.00-231,670.00 USD
