Description

Village of Arlington Heights, IL (population 77,676) is seeking qualified information technology professionals as candidates for its Information Technology Manager.

Location is a key reason why Arlington Heights has become one of Chicagoland’s largest suburbs and why nearly 78,000 residents and thousands of companies call this community home. Arlington Heights is easily accessible by land, air and commuter rail: minutes off four major expressways, just eight miles northwest of O’Hare International Airport and only 45 minutes from downtown Chicago. Regular stops at Arlington Heights’ two Metra train stations get business commuters to downtown Chicago in 33 minutes during rush hour.

The IT Manager reports to the Assistant Village Manager and manages computer operations, electronic data processing and other technical information systems including GIS for the Village. The IT Manager provides IT services and provides professional and technical support for all Village Departments.

Duties Includes:

  • Directs the activities of professional and technical staff responsible for work within the department. Direction includes delegation of authority, assignment and review of projects/programs providing assistance, evaluating performance, administering discipline and making hiring, termination and pay change recommendations.
  • Manages the implementation of new systems and programs to include supervision of project team, preparation of status reports, writing of conversion specs for testing and training end users.
  • Works with department heads to define and develop specifications for new systems/programs. Defines system/program flow. Implements and monitors appropriate security and backup procedures.
  • Communicates with users directly as well as directing staff to be responsive to user’s needs in a flexible but coordinated, timely, and efficient manner.
  • Acts as technical support and advisor to Department heads at various Village meetings.
  • Maintains up-to-date knowledge of new developments in both hardware and software, new programming techniques and other technological advances that may have an impact on the Village’s information processing abilities.
  • Provide after-hours support as needed.
  • Ensure proper functioning of the Village’s information processing system and makes upgrades as necessary
  • Maintains working relationships with vendors and third-party providers, ensuring contracts are kept up to date and cost maintenance strategies are assessed and analyzed on a periodic basis.
  • Recommends appropriate maintenance strategies to ensure uninterrupted systems usage and proper backup and recovery procedures are adhered to.
  • Performs other duties as assigned.

Ideal Candidate will possess:

  • Bachelor of Science in Computer Science/Information Systems
  • Seven (7) to ten (10) years previous experience in systems analysis, computer operations including experience in supervision of IT personnel
  • Experience with or knowledge of operating systems, current equipment and technologies, enterprise backup and recovery procedures, system performance monitoring and cybersecurity
  • Expertise with implementing, configuring, and testing solutions
  • Experience with implementing and managing cloud-based applications
  • Cisco Certified Network Associate (CCNA) Certificate preferred OR an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Considerable knowledge of computer operating systems and network technologies.
  • Considerable knowledge of the principles and techniques of system designs, development, program planning, implementation, and evaluation.
  • Knowledge of the principles and practices of computerized Information Systems, including Geographical Information Systems.
  • Considerable skill in informational analysis and problem solving to assess large amounts of information and formulate decisions.
  • Knowledge of human resource management practices such as training, delegation, discipline, etc.
  • Skill in leadership and management to coordinate the activities of separate operating units towards the achievement of common goals.
  • Skill in organization and prioritizing work.
  • Skill in communication, interpersonal skills as applied to interaction with village officials, coworkers, staff, the general public, etc. sufficient to exchange or convey information and to give and receive work direction.

Compensation and Benefits:

The hiring range is between $120,000 and $150,000 + or - DOQ. Residency is not required. This is a full time/37.5 hours per week direct hire position with the Village of Arlington Heights. The Village offers a competitive salary and comprehensive benefits package including health insurance including medical, dental, and vision coverage (also available to dependents), life insurance, flexible spending account and voluntary participation in a deferred compensation program.  Also includes 12 paid holidays, as well as participation in the Illinois Municipal Retirement System (IMRF).
